For that timeframe, the nursing home held an overall CMS rating of three, which falls below Oregon’s state nursing home average of 3.1. CMS assigns these ratings by assessing factors including health inspection performance, staffing numbers, and resident care quality.
The data shows Nehalem Valley Care Center averaged 26.8 residents daily in the first quarter of 2026 and offered a total of 50 available beds. The facility is not affiliated with a hospital.
During the same period, Nehalem Valley Care Center incurred $16,801 in a single fine and received one penalty.
Throughout Tillamook County, there was only one non-profit nursing home at this time.
Estimates from the U.S. Census Bureau indicate that the population of older adults nationally continues to rise, while younger age groups are declining. Between 2020 and 2024, Americans 65 and older increased by 13%, compared to a 1.7% decrease in the population under 18. Across the last 100 years, the growth of the country’s older adult population has been significant, from 4.9 million in 1920 to over 61 million in 2024.
A 2021 study found that close to half of Americans in this age group—approximately 28 million—are likely to need long-term services and support. More than a third may eventually require care in a nursing home.
“Living a long life is something that many of us want and could get,” said Jesse Slome, executive director of the American Association for Long-Term Care Insurance, an insurance advocacy group. “But when we live a long life, the chances of us needing long-term care increase exponentially. But when you need that type of care, there are limited options.”
